Millet had stopped to look at some books, her infant in a carrier in her nearby shopping cart. When she looked up and realized her cart was missing, she reportedly began to search in a panic and found Raine in an adjacent aisle, pushing the cart.
Millet said nothing, but Raine realized he had taken the wrong cart and began to apologize profusely, according to court documents and as reported by East Idaho News.
Raine was quoted as saying, "I'll never do that again, I promise," on Millet's Facebook post about her experience.
Millet's initial post received thousands of comments, shares, and reactions and has circulated through many Rexburg community Facebook groups.
Idaho Falls Police found footage of the incident through Costco's security cameras and arrested Raine on Nov. 26. The 24-year-old was charged with kidnapping in the second degree and could face up to 25 years in prison if convicted.
Raine maintains that he took the cart by accident.
His bail was set at $15,000 but shortly thereafter reduced to $5,000. Raine posted bail and left police custody on Nov. 28.
Ethan Crane, another BYUI student who used to live at the same apartment complex as Raine, said that he thinks Raine's story about taking the cart by accident is probably true.
"If anyone was in the clouds, [Raine] would be in the clouds like that," said Crane.
According to the East Idaho News article, the criminal report stated Raine saying he'd apologized profusely to Millet, asking if the baby was alright and if there was anything he could do to help.
"I was just so oblivious," Raine said when confronted with the footage from inside the store by police, according to the East Idaho News Article.
Raine's first preliminary hearing will be held on Dec. 10 in Bonneville County.
I know Garrison personally, and we’ve been friends for some time. Sure he can be a bit awkward, but nonetheless he has been kind and the type of person who goes out of his way to say hello. He’s studying international studies and has a genuine passion for learning languages. We attended the Chinese Conversation Lab at BYU–Idaho together and went to the temple in Taiwan during the same study abroad program.
Reading this was truly shocking because this behavior is completely out of character from the Garrison I’ve known. At the same time, I recognize how terrifying this experience must have been for the mother. Having your child taken, even for a moment, is unimaginable. I hope clear evidence can be provided so the truth of what happened can be better understood.
I have vacationed with Raine and he would always be up before everyone else in the kitchen reading his scriptures and writing in his journal next to his scriptures. He is dedicated in this task. He is also willing to lend a hand and humble. He is not someone who would be prideful about a mistake. This whole situation is very sad because I’m sure the mom was very scary when she went to look for her baby and it wasn’t there. I hope she will have it in her heart to understand other people behave differently than her and that Raine’s intentions were not bad. I believe him and I really hope the Millet family will soften their hearts.
